IHSS pay runs on one statewide calendar, not a county-by-county process. Once you know the rhythm, you can tell the difference between a check that is simply on its way and one that is actually stuck.
Two pay periods every month
Every month splits in two: the 1st through the 15th, and the 16th through the last day. That is the same for every provider and recipient in California. A timesheet covers one pay period and cannot be signed until that period has ended, so a timesheet for the 1st–15th can be signed on the 16th at the earliest.
One thing that trips up new providers: the pay period is not the same as the workweek. Overtime and the weekly hour limits are counted Sunday through Saturday, which can straddle two pay periods. Our guide on overtime and hour limits covers that side.
From timesheet to payday
- The pay period ends. Enter your hours as you go in the ESP or the EVV app so there is nothing to reconstruct later.
- You submit, the recipient approves. Electronic timesheets go to the recipient (or their representative) to approve online or by phone. Paper timesheets need both signatures before they are mailed.
- It is processed centrally. Every timesheet, paper or electronic, is handled by the state's Timesheet Processing Facility, not your county office.
- Payment is issued. Once a clean, approved timesheet arrives, the State Controller's Office has up to 10 business days to pay. Electronic timesheets usually move faster than that; paper is slower because of mailing time on both ends.
Direct deposit or a pay card: you choose, but not paper
Since July 1, 2022, IHSS and WPCS providers are paid electronically. You pick one of two options:
- Direct deposit into a checking or savings account. Enroll online through the ESP or with form SOC 829. A new enrollment takes about 30 days to start; until then you are paid the previous way.
- A pay card if you prefer not to use a bank account. CDSS keeps a list of pay card providers that meet the state's consumer-protection standards.
If you move or change banks, update it right away. A payment sent to a closed account is one of the slowest problems to untangle.
A realistic first-check timeline
Your first paycheck depends on three things lining up: your enrollment is approved, the recipient's case lists you as the provider, and your first timesheet is approved after the pay period ends. From the day you finish orientation and Live Scan, four to six weeks is normal for a first payment, and it can be longer if any form is missing. Hours you work before your enrollment date are not paid, so confirm your start date with the county before you begin.
Checking on a payment
The ESP shows each timesheet's status (submitted, approved, in process, paid) and your payment history, which is the fastest way to see where a check is. Year-end, your W-2 comes from the state, not the county. If a timesheet has sat in "submitted" for more than a few days, the recipient probably has not approved it yet; a direct reminder usually solves it.
What slows a payment down
- A timesheet the recipient has not approved, or a paper timesheet missing a signature
- Hours above what is authorized for the pay period, which triggers a review
- A missing EVV check-in or check-out for a non-live-in provider
- A wrong or outdated address or bank account
- A change on the recipient's case (a new authorization, a hospital stay) that the county has not finished entering
For ESP, timesheet and payment questions, the IHSS Service Desk is (866) 376-7066, Monday to Friday, 8 a.m. to 5 p.m. For anything about your enrollment or the recipient's authorized hours, call your county IHSS office or Public Authority; the number is on your county page.

- Direct deposit or a pay card is required; a new direct deposit takes about 30 days to start
- Plan on four to six weeks for a first check after enrollment, and never work hours before your approved start date
- The ESP shows where every timesheet and payment is; the Service Desk is (866) 376-7066
